  3. In another bowl, mix the granulated sugar, brown sugar, and vegetable oil until combined.
  4. Add the eggs one at a time, followed by vanilla, mixing well after each addition.
  5. Stir in the dry ingredients alternately with milk until just combined.
  6. Fold in the chocolate chips.
  7. Fill muffin cups about 2/3 full with batter.
  8. Bake for 18-20 minutes or until a toothpick comes out clean.
